이글은 모호하며 논쟁적인 ‘공공성’(publicness) 개념에 대한 수월한 해명을 주된 목적으로 한다. 이를 위하여, 연구자는 공공성 개념에 대한 행정학, 정치학, 경제학 등을 포괄한다. ‘학제적인 논의’를 시론적으로 시도하였다. 그리고 이러한 논의를 기반으로 공공성 개념이 현실문제와 어떠한 연결고리를 갖는지에 대하여 사례를 바탕으로 유의미한 논점들을 제안하였다. 특히 국가 내의 다양한 대상들이 공공성을 지니고 있는지에 대한 판단, 즉 ‘공공성 판단’은 기존의 이익구조와 가치구조에 변동을 야기할 수 있으므로 자주 ‘정치적 공방’ (political contestation)으로 이어질 수 있음을 논증하였다(예. 낙태, 공기업 매각). 그리고 내려진 ‘공공성 판단’은 항구적인 것이 아니라, 역사와 장소에 따라 달라지는 권력구조에 맞추어 지속적으로 변동하는 ‘맥락성’(contextuality)을 특징으로 함을 아울러 보였다. 나아가 공공성 판단의 권위 있는 주체로서 행정이 독자적 역할과 정체성을 가지고 있음을 논의하였다.

Conceptualizing Publicness: Interdisciplinary Understanding and Real-life Issues
The purpose of this study was to shed light on the concept of “publicness” which has been ambiguous and controversial. To this end, this study pursued a ‘multidisciplinary discussion’ covering public administration, political science, and economics. Additionally, significant issues were proposed on how the concept of publicness has a connection with real-life problems. In particular, it was argued that the judgment on if various objects in the country have publicness, that is, ‘publicness judgment’, can often lead to ‘political contestation’ as it can cause changes in the existing profit structure and value stock (i.e. abortion, sale of SOEs). Also, it was shown that the ‘judgment of publicness’ that was made is not permanent, but is characterized by ‘contextuality’ that constantly fluctuates in accordance with the societal power structure that varies depending on the history and location. Last, it was discussed that the administration has an independent role and identity as the authoritative subject of public judgment.
