국가정보원의 민주적 조직정당성에 관한 연구:

운형함수와 텍스트 마이닝을 통한 언론기사분석*

조직정당성이 없는 기관은 존재가치가 의문시되기 때문에 조직에게 정당성 확보는 매우 중요하다. 본 연구는 국가정보원의 민주적 조직정당성 확보여부를 확인하는데 목적이 있다. 이를 위해 운형함수와 텍스트 마이닝을 통해 관련 신문기사 이슈를 분석한 결과, 국정원 관련기사는 보도횟수가 크게 증가한 시점에서 전반적으로 부정적인 이슈가 국민에게 전달되고 있으며, 특히 증폭된 시점에서 이슈의 부정성이 그대로 연계되어 나타나고 있음을 확인하였다. 이러한 부정적 언론보도는 사회적 부채로써 작동하기 때문에 국정원의 민주적 조직정당성을 저해하는 요인으로 확인된다. 본 논문에서는 향후 이러한 부정적 이슈화에 대한 관리와 긍정적인 이슈화에 대한 고민을 통해 정당성 확보 노력이 필요하다고 논하고 있다.

A Study on the Democratic Organizational Legitimacy of the National Intelligence Service (NIS):
Analysis of Newspaper Articles through Spline Function and Text Mining

Legitimacy is a matter of great importance for an organization because the value of an organization without legitimacy is questioned. The purpose of this study was to confirm whether the National Intelligence Service (NIS) has secured democratic organizational legitimacy. Using the spline function and text mining, the analysis of newspaper articles related to the NIS confirmed that the organization was viewed negatively by the public, particularly at peak times. These negative media reports work as a social debt of the NIS, which is confirmed to be a factor that undermines the democratic organizational legitimacy of the NIS. This paper discusses the need for efforts to secure legitimacy through the management of these negative issues and the consideration of positive ones in the future.
