지방자치단체 재정 지출의 경쟁과 확산에 관한 연구:

경기도 재난기본소득 사례를 중심으로

지금까지 경험해 보지 못했던 코로나19의 확산은 정부차원의 재정지원 요구를 확대시켰다. 재정 지원의 필요성이 인정됨에도 불구, 지원대상과 방법 등이 구체화되지 않은 상황에서 경기도는 전 도민에게 1인당 10만원을 지원하는 재난기본소득을 발표하였다. 당초 경기도내 31개 시ㆍ군은 재난기본소득 지원에 부정적인 입장이었으나, 약 한 달여만에 모든 시ㆍ군이 동참하게 되었다. 이 연구는 경기도 재난기본소득이 시ㆍ군으로 급격하게 확산된 이유를 재정경쟁과 정책 확산 이론을 통해 분석하였다. 분석결과, 내부적 측면에서는 경제적 특성 보다는 31명의 시장ㆍ군수 중 29명이 동일 정당이라는 구성적 특성과 정치적 이념의 통일성, 21대 국회의원 선거를 앞둔 특수 상황 등 정당 이념과 선거 변수가 큰 영향을 미친 것으로 나타났다. 또한 정책시행에 따른 정치적 유용성과 행정실행의 용이성 등 인지적 특성도 유의한 영향을 미친 것으로 나타났다. 외부적 측면에서는 정책실패 최소화를 위해 상급기관이 추진한 정책의 적극적 학습, 인접한 자치단체간 정책채택과 유사규모 지원을 위한 경쟁, 재난기본소득에 대한 정당 차원의 암묵적 지원과 정당화에 따른 모방, 경쟁중인 유사단체와의 동형화 등 수평적 요인이 강한 영향을 미친 것으로 나타났다. 마지막으로 경기도의 재정적 유인과 강제, 눈치 보기 등 수직적 요인도 유의한 영향을 미친 것으로 나타났다.

A Study on the Competition and Diffusion of
Local Government's Financial Expenditures:
Focused on Disaster Basic Income in Gyeonggi Province

This study analyzed the reasons for the rapid diffusion of Disaster basic income from Gyeonggi Province to local governments through fiscal competition and policy diffusion theory. The analysis showed that the party's ideology and election variables, such as the compositional characteristics of the mayor and county governor, the unity of political ideology, and the 21st National Assembly election, had significant impacts on the internal aspects, rather than the economic characteristics. It was also found that cognitive characteristics such as political usefulness and the ease of administrative execution due to the implementation of policies had significant impacts. On the external side, horizontal factors such as policy learning to minimize policy failures, competition among local governments, imitations based on implicit support and justification at the party level, and homogenization of competing similar organizations were found to have strong impacts. Finally, vertical factors such as financial inducements and coercion of the Gyeonggi Province also had strong impacts.
