사회적 구성주의 관점을 통한 초등돌봄서비스 탐색:

서울시 온마을돌봄정책의 보편성과 공공성을 중심으로

서울시는 초등아동 돌봄공백 해결을 위한 국정과제인 온종일돌봄 정책을 적극적으로 확대하여 ‘온마을돌봄’ 정책을 발표하고, 초등아동을 위한 돌봄서비스인 ‘우리동네키움센터’ 설치를 확대하고 있다. 본 연구는 사회적 구성주의가 제공하는 정책 분석 도구를 활용하여 서울시 온마을돌봄 정책의 담론에서 드러나는 ‘보편성’과 ‘공공성’이라는 이데올로기와 실제 정책의 설계가 부합하는지 분석하고 다음의 결과를 도출하였다. 첫째, 우리동네키움센터의 운영 형태를 ‘보편적 돌봄’으로 평가하기에 아직 한계가 있다. 서비스는 모든 초등아동에게 열려있으나 실제 이용 시 가구형태, 연령 등에 따라 우선순위가 적용되며, 공적 지원의 포괄 목표치가 30%에 설정되어 있다는 측면과 지역별 서비스 할당이 전문적 지식에 근거하기보다 행정적 재량에 좌우되어 서비스 공급량의 편차가 크다는 측면 때문이다. 둘째, 서울시는 지방자치단체가 돌봄서비스 제공 주체가 되도록 권장하면서 이를 ‘공적 역할의 확대’로 해석하는 형식적 공공성에 의존하고 있기는 하지만, 국가는 마땅히 돌봄서비스를 제공하고 돌봄제공자를 보호하는 것이 곧 윤리라는 ‘돌봄의 윤리’의 관점에서 긍정적인 방향성을 보여주고 있다. 돌봄서비스의 총량을 빠른 속도로 늘리고 있으며, 사회복지시설 종사자 단일임금체계 적용 및 호봉제를 도입하여 돌봄노동의 가치상승에 이바지하고 있기 때문이다. 본 연구는 분석결과를 통해 서울시 온마을돌봄 정책 돌봄서비스의 보편성 확대와 내용적 공공성의 강화를 제안한다.

An Analysis of Public Childcare Service through a Social Constructive Perspective:
Focusing on a Care Service Driven by the Seoul Metropolitan Government

The Seoul Metropolitan Government is expanding its daycare service for children age 6-12, as a part of the national policy goal to mitigate the gap in childcare provision. The political discourses constructed around this expansion uphold the value of ‘universalism’ and ‘publicness’ in the design of the service.

The study analyzed the service from the perspective of ‘universalism’ and ‘publicness’ and argues the following. On the one hand, the study finds rooms to improve the service to be titled as universal and public care. While the service is open to all children within the age boundary, it prioritizes children with certain characteristics, such as younger age and/or from certain family types. The service is allocated depending largely on the local bureaucracy rather than the professionally assessed care demands. The ‘publicness’ of the service is only served through the body of operation being a public sector. On the other hand, the study identifies the contribution of the care service designed by the Seoul Metropolitan Government in terms of building the notion of the ethics of care. The government acknowledges their role in the expansion of the care service and contributes to increase the overall value of care by applying the wage system of social workers for employees at the care centers. The study further proposes the expansion of universality and publicness of the care service.
