한국 대통령 연구의 저발전과 지향점:
미국 대통령 연구와 비교를 통한 시사점

본 연구는 함성득의 ≪대통령학≫(1999) 이후 한국 대통령 연구의 경향을 분석하고, 이에 근거해 문제점과 개선방향을 제안했다. 1998-2021년 상반기까지 약 20여 년간 행정학, 정치학, 법학, 언론학 등 분야의 학술등재지에 실린 논문 286개를 수집한 뒤 헌정 수준 연구와 시스템/운영 수준 연구로 분류했다. 헌정 수준 연구는 권력구조에 대한 연구로, 대통령제와 반대통령제(semi-presidentialism) 연구로 구분된다. 시스템/운영 수준 연구는 대통령의 개인적 리더십, 입법적 대통령, 대중적 대통령, 제도적 대통령, 정책과정에서의 대통령의 영향력, 인수위 연구 등 6가지 연구대상으로 구분했다. 분석 결과, 2000년 이후부터 대통령 연구가 꾸준히 증가했으며, 헌정 수준 연구가 전체의 18.5%를 차지했고, 나머지는 시스템/운영 수준의 연구였다. 그러나 한국 대통령 연구에서는 대통령과 다른 행위자 간의 구조화된 관계 속에서 대통령의 인센티브와 자원에 의해 대통령의 선택과 행위 패턴이 만들어진다는 제도적 행위자(institutional actor) 관점이 여전히 확고하게 자리잡지 못했고, 이는 이론적 체계화와 계량적 연구에도 부정적 영향을 미친 것으로 판단된다. 향후 연구방향으로는 ⅰ)미국 대통령 연구에 대한 맥락적 이해 ⅱ)남미와 아시아의 대통령제 국가에 대한 비교연구 ⅲ)새롭게 발굴한 데이터와 한국의 특수성에 바탕한 한국 대통령 연구 등이 필요함을 제안했다.

The Characteristics and Development Directions of Korean Presidential Studies Since 2000

The purpose of this study was to analyze the trend of Korean presidential studies since 2000 and to propose development directions of it. To this end, after 286 papers were collected, published in journals of public administration, politics, law, and journalism from 1998 to the first half of 2021, they were classified into constitutional level studies and system/operation level studies. It was found that the amount of Korean presidential studies steadily increased since 2000, with constitutional level studies accounting for 18.5% of the total, and system/operation level studies 81.5%. However, it was argued that the perspective of perceiving the president as an institutional actor, which referred to the perspective that the president’s choice and behavior was formed by his incentives and resources in a structured relationship between the president and other actors, was not firmly established. And this might have a negative impact on development of theory and quantitative research about Korean presidents. Additionally, this study proposes the following related to future research: to understand contextually U.S. presidential studies, to study comparatively the presidential system of South America and Asian countries, and to study the characteristics of the Korean presidential system based on the new data.
