코로나19 재난 상황의 필수노동자
지원 정책을 누가 지지하는가?:
보건의료, 돌봄, 청소, 배달노동자에 대한
시민인식 패널조사 데이터 분석*

이 연구는 2020∼21년에 수행한 코로나19 시민인식 패널조사 데이터를 이용하여 보건의료, 돌봄, 청소, 배달, 운수, 물류 등 이른바 필수업무종사자들의 처우개선 정책에 누가 왜 동의 혹은 반대하는지 분석했다. 첫째, 의사나 보건의료 공무원보다 의료⋅돌봄⋅청소 업무에 종사하는 노동자들이 더 많은 지지를 받았다. 둘째, 필수노동자의 처우개선에 대한 동의 및 동의 지속에는 코로나19 감염이나 경제적 피해 경험, 실직과 소득감소 등 위험의 인지, 정부의 재난 대응에 대한 긍정 평가가 강한 영향을 미쳤다. 셋째, 경제적 지위의 설명력은 일관되지 않았다. 연구결과는 필수노동자들에 대한 사회적 연대가 무엇보다 사람들의 직간접적인 재난 경험과 정부 역할의 중요성 인지와 같은 상황 변수에 의해 큰 영향을 받으며, 따라서 재난 상황에 형성된 기회의 창을 활용할 수 있는 정치적 역량이 제도개선 노력의 성공을 위해 중요함을 시사한다.

Who Supports Policies for Essential Workers During the COVID-19 Crisis? An Online Panel Survey Data Analysis on Public Preferences Regarding Essential Workers in South Korea

The purpose of this paper was to analyze South Korean public preferences on policies regarding essential workers such as healthcare workers, care workers, cleaning workers, and transportation and logistics workers on the front lines of the COVID-19 pandemic crisis. Using a two-wave panel survey conducted in 2020 and 2021, this paper analyzed how many citizens support policies for essential workers such as wage increases or improvements to their workplace environment, which types of workers gain more favorable public support, and the reasoning for the variation on public opinion on them. First, empirical analysis revealed that healthcare workers, care workers, and cleaning workers receive more support than doctors and healthcare public officers. Second, among individual-level determinants of policy support, those who experience personal damages from COVID-19 (medical damage as well as economic damage) and evaluate the government responses positively, tend to support policies for essential workers. Individual economic status has more nuanced implications, as those experiencing insecurity are more likely to continue supporting policies regarding essential workers, while those who are wealthier tend to lessen their initial support regarding essential workers as the COVID-19 crisis persists.
