정책공동체의 정책집행 관련 구조 성분에 근거한
여성가족부 존폐 논란 고찰

본 연구는 여성가족부 중심의 정책공동체 구조 성분을 근거로 정책집행의 효능 측면에서 여성가족부의 폐지 논란에 대해 숙고하고자 수행되었다. 준연결망 사회연결망분석 방법을 통해 분석한 결과, 낮은 밀도와 중앙집권적 속성의 정책공동체임을 파악하였으며, 정책공동체의 연계망 크기가 크고, 행위자들 간 관계 체결 수준이 낮음을 규정하였다. 또한 여성가족부의 활동이 상당히 미흡하게 이루어졌으나 거의 모두를 차지하는 공공 부문 행위자들 사이에서 중재와 조정자 역할은 충실히 이루진 것으로 판명되었다. 산출된 구조 성분들에 대한 통계적 검증을 통해 정책공동체의 밀도와 여성가족부의 조정자 역할 간, 정책공동체의 중앙집권성과 여성가족부의 활동 수준 간 상관관계가 있음이 규명되었다. 분석결과에 한정하여 여성가족부 폐지는 여성가족부의 고유 소관 업무 정립, 여성가족부의 다양한 행위자들에 대한 주도적 참여 유도, 충실한 조정자 역할 유지 등의 조치가 이루어지지 않는다면 수용될 가능성이 높다고 판단하였다.

A Study on the Controversy on the Existence of the Ministry of Gender Equality and Family Based on the Structural Elements Related to the Policy Implementation of the Policy Community

The purpose of this study was to consider the controversy over the abolition of the Ministry of Gender Equality and Family in terms of the efficacy of policy enforcement, based on the composition of the policy community centered on the Ministry of Gender Equality and Family. As a result of analysis using the quasi-network social network analysis method, it was identified as a policy community with low density and centralized attributes, and the size of the network of policy communities was large and the level of relationship between actors was low. Additionally, although the activities of the Ministry of Gender Equality and Family were quite insufficient, the mediation and mediator roles were faithfully fulfilled among the actors in the public sector, which accounted for almost all of them. Through statistical verification of the calculated structural components, it was found that there was a correlation between the density of the policy community and the coordinator role of the Ministry of Gender Equality and Family, and the centralization of the policy community and the activity level of the Ministry of Gender Equality and Family. Limited to the results of the analysis, the abolition of the Ministry of Gender Equality and Family would highly likely to be accepted, unless measures such as the establishment of the Ministry of Gender Equality and Family’s own duties, inducing active participation of various actors in the Ministry of Gender Equality and Family, and maintaining the role of a faithful mediator were undertaken.
