최근 사회복지직 공무원의 연이은 자살이라는 비극을 겪은 우리 사회는 비로소 사회복지직 공무원이 어떤 어려움을 겪는가를 심각하게 논의하고 있다. 많은 언론과 논문들이 사회복지서비스를 성공적으로 제공하기 어려운 이유를 쏟아놓고 있는데, 대체로 그 원인을 일선의 업무 과다 구조에서 찾으면서 인력 충원과 서비스 전달체계 개편을 주장한다. 이 논문은 앞선 분석들을 토대로 하되, 이 문제를 보다 본질적인 차원에서 설명해보려 하였다. 분석을 통해, 전형적인 관료제 구조 속에서 사회복지라는 휴먼서비스를 제공한다는 것은 이질적인 두 질서의 공존이며, 이로 인해 필연적으로 충돌과 갈등이 발생함을 발견하였다. 위계적이고 분업화되어 있으며, 공식적인 특성을 가지는 몰인격적 관료제는, 통합적・비정형적이고 대면적이며 가치지 향적인 사회복지업무를 제공하기에 적합한 구조라고 하기 어렵다. 몰인격적 구조에서 인격적 업무를 추진하겠다는 것은 모순에 가까워 보일 만큼 본질적 상충성을 가지고 있는 것이다. 그로 인해 사회복지직 공무원들은 적극적 사회서비스를 제공하는 주체로 활동하지 못하였고 자 신들의 재량행위를 ‘전문성을 상실하고, 표준화된, 자기방어를 동반한, 서비스가 아닌 규제’라 고 인식하였다. 재량행위가 몰인격화되는 것이며, 관료제의 구조적 특성이 업무의 인격적 속 성 발현을 어렵게 만든 것으로 보인다. 사회복지현장의 어려움을 이질적 구조와 업무의 공존으로 인한 갈등으로 해석했다는 점에서 본 분석의 의미를 찾을 수 있을 것이다.

Conflicts between the Bureaucratic Structure and the Characteristics of Task in Social Services: Focusing on the Social Services Officials’ Discretion Distortion

Recently, a series of social services officials' suicides has raised social concerns on their difficulties in the work place. A lot of studies and the media are trying to find a solution to this problem, but most of them are focusing on social services officials’ work overload and are arguing about an improvement in the social service delivery system. This study explains a fundamental reason why social services officials suffer stress as overworked service providers. One result shows that conflicts between the bureaucratic structure and human services such as social services are found to be key factors in understanding their decisions and actions. The public organizational structure is too hierarchical, departmental, and formal to serve individual, atypical, face-to-face, and value-oriented tasks like social services. The study reveals that providing social services under the impersonal bureaucratic structure causes the conflicts and difficulties among social services officials. Hence, they tend to perceive their discretionary power as unprofessional, standardized, and self-defending regulations. This study contributes to a better understanding of social services officials’ difficulties by analyzing how conflicts between bureaucratic structure and characteristics of social service affect social service officials’ discretionary actions.
