본 연구는 한국 정부의 성장 중심 정책 담론이 형성되고 지속된 역사적 맥락을 분석하고, 이에 대한 대안으로 도넛 경제학(Doughnut Economics)의 적용 가능성과 한계를 고찰하는 것을 목적으로 한다. 이를 위하여, 역대 정부의 정책이 진보⋅보수에 관계없이 성장 중심 담론에서 벗어나지 못한 구조적 지속성을 검토하고, 도넛 경제학의 이론적 틀과 정책적 접근 방식이 기존 담론과 어떻게 차별화되는지를 살펴보았다. 도넛 경제학은 사회적 기초(social foundation)와 생태적 한계(ecological ceiling) 사이의 균형을 정책 목표로 설정하고 이를 시각적으로 제시함으로써 성장에 대한 전통적 접근과 구별된다. 한국 사회에서는 시민사회를 중심으로 도넛 경제학의 적용 가능성이 일부 확인되고 있으나, 제도적 기반 미비, 성장 중심 지표 편향, 사회문화적 인식 장벽 등 구조적 제약에 직면해 있다. 본 연구는 도넛 경제학을 실질적 정책 담론으로 정착시키기 위해 정책 설계 및 평가 체계의 전환, 지역 맞춤형 데이터 구축, 시민사회의 역할 강화가 필요함을 제시하며, 이를 통해 한국 사회의 지속 가능한 전환을 위한 정책적 시사점을 제안한다.

This study analyzes the historical context in which growth-centered policy discourse has been formed and sustained in South Korea, and examines the applicability and limitations of Doughnut Economics as an alternative. It traces the structural continuity of growth-oriented policies across successive administrations, regardless of political orientation, and explores how the theoretical framework and policy approach of Doughnut Economics diverge from the conventional growth paradigm. Doughnut Economics, by setting a balance between the social foundation and the ecological ceiling as its policy objective and visualizing this goal, distinguishes itself from traditional growth-focused models. In Korean society, the potential for applying Doughnut Economics has been partially demonstrated, particularly through civil society-led initiatives. However, structural barriers persist, including the absence of institutional foundations, the dominance of growth-centered indicators, and cultural and perceptual resistance. This study argues that for Doughnut Economics to take root as a substantive policy discourse, policy design and evaluation systems must be transformed, regionally tailored data infrastructures established, and the role of civil society strengthened. In doing so, it offers policy implications for a sustainable transition in South Korea.
