제목: 한국의 공유자원 자치관리 제도의 형성과정: 자율관리어업 정책을 중심으로

본 연구는 중앙정부주도로 시작된 공유자원의 자치관리제도가 형성되고 정착되는 과정에서 정부가 어떠한 역할을 하는지에 대해 분석한다. 공유자원의 자치적 관리에 관한 국외 선행연구에서는 정부주도로 자치관리 제도가 형성된 사례를 찾아보기가 힘들지만, 한국에서는 자치적 조직화가 중앙정부의 정책으로 진행되고 있다. 중앙집권적 역사를 갖고 있는 한국의 환경적 맥락에서 볼 때 정부의 역할을 제외하고 논의하기 어려운 것이 사실이다. 국내에서는 공유자원의 자치관리가 어떠한 형태로 나타날 수 있는지 분석하기 위해 경기도 백미리 마을의 공유자원 자치관리 제도 사례를 통해 논의한다. 이러한 분석결과를 통해서 공유자원의 자치관리 제도가 형성되고 정착되는 과정을 이론적으로 적용하고 나아가 공유자원 사용자들의 자치조직에 의한 결과인지, 정부의 자율관리어업 정책에 의한 결과인지를 비판적으로 검토한다. 분석에 의하면 백미리 마을은 자치적 조직화에 의해서 공유자원관리 제도가 형성･정착된 것은 분명하지만, 자율관리어업 정책이 자치조직에 권한을 부여하고 인정하는 외적 권위체로 상당한 역할을 하였다. 자율관리어업 정책이 자치조직의 권한이 외적 권위체에 도전받지 않도록 상당한 역할을 하였다. 정부의 역할을 배제한 완전한 자치적 관리방식의 가능성을 제시하며 공유자원의 문제를 해결하려는 접근방식은 한국의 행정 환경을 반영하지 못한 것임을 발견하였다.

Formation Process of Self-Governing Institutions in the Common-Pool Resources in Korea: Focus on Self-Management Fishery Policy

In this study, we analyzed the role of government in the formation process of self-governing institution of common-pool resources (CPRs) in Korea. Self-governing policies in Korea are initiated and implemented by the central government, which is a rare occurrence in other countries. Since Korea has a long tradition of centralization, the role of government needs to be seriously considered even in the study of self-governing institutions. To discuss the formation process of CPRs in Korea, we analyzed a case of self-governing institution building in Baekmiri village, Gyeonggi-do. The results of the analysis indicated that the CPRs institution of Baekmiri Village was formed by self-governing; nevertheless, the Self-Management Fisher Policy played a significant role in the process by empowering and authorizing the Baekmiri self-governing organization. Thus, the role of government should not be excluded from the discussion of self-governing in Korea considering the unique context of Korean public administration.
