본 연구에서는 공론화와 정책결정의 관계, 공론화가 정책결정에 미치는 긍정적･부정적 영 향, 효과적인 공론화를 위한 조건 등을 이론적･실증적으로 살펴보았다. 본 연구의 공론화 에 대한 이론적 분석결과 국가적 특수성, 대표성과 공론화 참여자들 간 집합적 합리성이 효과적인 공론화의 조건이 됨을 확인할 수 있었다. 실증분석을 위해 본 연구에서는 미국 스탠포드 대학의 숙의민주주의 센터(Center for Deliberative Democracy)에서 제공하 는 해외 공론조사 사례 47건을 심층 분석하였다. 연구 분석결과 각 국가들의 정치제도, 행 정문화, 정책결정 시스템의 특성에 따라 공론화 적용 가능성이 다르게 나타났다. 또한 최 근에는 도시개발･교통･공동체 등 지역 생활형 정책이슈들과 같이 특정 집단에 편향되지 않으며, 참여자들의 정치적 평등이 확보되고, 정책이슈의 포괄성 등이 높을 때 공론화 적 용 가능성이 증대되는 것으로 나타났다. 공론화 대상이 된 정책이슈의 대안선택 폭, 대안 선택의 기준/방법, 최적대안의 선택유무 역시 공론화 적용 가능성에 영향을 주는 주요 조 건들이었다. 본 연구의 결과는 향후 우리나라에서 효과적인 공론화 실천 방안을 모색하는 데 중요한 시사점을 제공해 줄 수 있을 것이다.

The Applicability of Deliberative Democracy in Policy Decision Making: Focusing on National Characteristics, Representatives, and Collective Rationality of Deliberative Poll 

This research theoretically and empirically examined the relationship between deliberative democracy (DD) and policy decision making, positive and negative effects of DD on policy decision making, and conditions for achieving effective DD. As DD has been considered as the process of reflecting citizens' refined opinions on policy making, national characteristics regarding DD, representativeness, and collective rationality among DD participants could be conditions for attaining effective DD. This research empirically examined 47 international deliberative polls cases provided by Center for Deliberative Democracy in USA. As a result, we found that the applicability of DD depended on political system, administrative culture, and policy decision-making system among nations. In addition, the applicability of DD was high when policy issues were not biased toward specific groups. Participants had high level of political equality and political issue maintained high level of inclusivity. Additionally, the applicability of DD was highly related to policy alternative range, policy alternative criteria, and best alternative choice in the process of DD. These findings provide us with effective DD strategy in Korea.
