행복:
정책담론의 새로운 플랫폼

우리나라는 지난 반 세기 동안 엄청난 양적 성장과 경제적 성공을 이루었다. 하지만 삶의 질을 나타내는 여러 지표에서는 양적 성공에 미치지 못하는 여러 가지 문제점이 드러난다. 본 연구는 이를 극복하기 위한 해법으로 우리 사회의 담론, 특히 정책 담론의 중심에 성장과 소득이 아닌 행복을 둘 것을 주장한다. 이는 경제 성장과 소득 증가가 반드시 삶의 질과 행복의 향상으로 이어지지 못한다는 점을 고려할 때 우리 사회가 질적으로 한 단계 도약하기 위해 꼭 필요한 변화라고 할 수 있다. 행복이 정책의 핵심 가치가 된다면 정책의 목표와 수단, 과정, 평가 등 정책 담론을 구성하는 핵심 요소들을 바라보는 시각이 근본적으로 달라지게 된다. 이 글에서는 양적인 성장과 소득이 왜 질적인 행복과 괴리를 보이는지 설명하고, 이를 바탕으로 어떻게 행복이 정책 담론에 녹아들 수 있을지 Sen의 역량이론을 활용하여 그려본다. 그리고 그 중에서도 특히 정책 담론의 핵심 요소라고 할 수 있는 정책의 목표, 수단, 평가의 측면에 어떻게 행복이 녹아들 수 있고, 결과적으로 그 전반적인 내용이 어떻게 변화할 수 있을지 고찰해 본다. 주제어: 정책, 행복 |
Happiness: A New Platform for Policy Discourse

Korea has undergone unprecedented growth and economic success over the last half century. However, a wide range of quality of life measures says otherwise about the Korean society. As a solution for such a discrepancy, this study argues that happiness should be at the center of policy discourse. Considering that growth does not necessarily bring happiness, this is a change that is overdue for quality upgrade in our society. If happiness becomes a core value in the policy discourse, it will change perspectives for the policy goals, tools, and evaluations. Drawing upon Sen’s capability theory, this study examines how happiness can be factored in the policy discourse. Additionally, this study also illustrates how policy goals, tools, and evaluations can change if happiness serves as a platform for the policy discourse.
