The Ideological Basis of Publicness:
Centering on J.S. Mill’s Logic of
Harmony between the Public and Private

The core issue of publicness is how to achieve harmony between the public and the private. This issue is particularly important in the liberalist discourse. This article discusses how efforts are being made to achieve the public-private harmony in the thought of John Stewart Mill, one of the most influential persons in the liberalist tradition. Mill has a strong belief in progress, and he assumes harmony between the public and private as a condition and result of progress. Publicness is an idea in which the actors of the community realize the values of justice through democratic procedures. This article focuses on discovering theoretical resources for publicness in Mill’s thought, such as a noble individuality in terms of the actors, realization of true democracy in the procedural aspect, and realization of utilitarian justice in the aspect of content.
