돌봄과 복지

일반적으로 복지연구에서 돌봄은 주요한 비중을 차지하는 주제가 아니었다. 돌봄은 복지를 지원하는 수단적 서비스로 이해되거나 개념정의가 난해하고 모호한 광의의 복지단위로 이해된다. 이 연구는 돌봄을 사회서비스 차원 혹은 모호하게 개념화된 복지단위를 넘어 중요한 사회운영 원리 중 하나로 접근함으로써, 돌봄에 대한 관점과 이해의 전환을 시도하고자 한다. 이 연구에서는 복지와 돌봄을 구분하고 그 원리를 구체화하여 서로 비교하고자 한다. 이를 통해 돌봄이 복지를 지원하는 서비스의 일환으로 간주되거나 “특정 노동 영역으로 축소되어” 버린 개념이 아님을 증명해 보이고, 더 나아가 복지의 한계를 아우르는 보다 건설적인 대안 가치이자 사회운영의 원리임을 논증해 보이고자 한다. 결국, 돌봄이 복지의 하위부류가 아니며 대등한 사회원리로서 둘은 서로 보완적일 수 있음을 주장하고자 한다. 주제어: 돌봄, 복지, 돌봄윤리 |
Care and Welfare

In general, care has not been a major topic in welfare studies. It has been understood as a kind of service that supports welfare or a unit of welfare in which the definition is difficult and ambiguous. This study attempted to re-establish the perspective and understanding of care by approaching care as one of the important social regulatory principles. First, it tried to differentiate care from welfare, characterizing and comparing them. Through this, the study attempted to prove that care should not be considered a part of welfare-supporting services or a concept that is “reduced to a specific area of labor.” Then, it tried to demonstrate that care is a constructive alternative value and principle that encompasses the limits of welfare. To the end, this study argued that care and welfare can complement each other as equivalent social regulatory principles.
