공공성의 철학적 기초:
I. Kant의 사상을 중심으로

공공성은 공과 사의 조화를 추구하는 이념이다. 이글은 근대 이성의 시대에 최고 정점에서 이성의 본질과 주체적 인간의 존재방식을 해명하고 철학사에 새로운 패러다임을 연 임마누엘 칸트의 사상에 초점을 맞춘다. 이글은 먼저 칸트 사상의 전모를 간략하게 조망한다. 그리고 그의 사상에서 공공성의 의미 개발에 도움이 될 수 있는 개념적 자원을 발굴한다. 공공성은 공동체의 행위주체가 민주적 절차를 통해 정의의 가치를 실현하는 이념이다. 이글은 행위주체, 절차, 내용의 측면에서 사상적 자원을 발굴한다. 행위주체 측면에서 성숙한 인간, 선한 인간, 능동적 시민의 개념을, 절차적 측면에서 이성의 공적 사용, 공개성, 총체적 오류의 불가능성 개념을, 내용적 측면에서 공화국(법의 지배, 자유, 평등, 평화)과 윤리적 공동체(자기와성과 타인의 행복 추구) 개념에 주목한다. 마지막으로 칸트 사상에 대한 논의가 갖는 행정학적 의미를 간략하게 살펴본다. 주제어: 칸트, 이성, 도덕, 공공성, 공화정 |
Philosophical Basis of Publicness:
Focusing on I. Kant’s Thought

Publicness is a concept that pursues harmony between public and private. This paper focuses on the thought of Immanuel Kant, who ushered in a new paradigm in the history of philosophy, by elucidating the essence of reason and the method of existence of an independent human being, at the highest point in the modern age of reason. First, this paper provides a brief overview of Kant’s thought. And in his thoughts, we discover conceptual resources that can enable development of the meaning of publicness. Publicness is a concept in which community actors, realize the value of justice through democratic procedures. This paper discovers ideological resources of publicness in terms of agent, procedure, and content. This paper focuses on the concept of a mature human being, a good human being, and an active citizen in the aspect of the agent, the concept of public use of reason, openness, and the impossibility of total error in the procedural aspect, and the republic (rule of law, freedom, equality, peace) and ethical community (pursuit of self-fulfillment and the happiness of others) in the content aspect. Finally, this paper briefly examines the administrative implications of the discussion of Kantian thought.
