공공기관의 사회적 책임 활동 변화 분석:
다층적 접근

본 논문은 다층적 접근법을 사용하여 2017년 말 이후 공공기관 SR 활동의 변화를 제도적, 조직적, 개인적 수준에서 탐색하는 것을 목적으로 한다. 분석은 2017년과 2021년의 두 시점을 기준으로 우선 제도적 관점에서 71개 공공기관의 경영평가 등급을 비교하고, 조직적 관점에서 71개 공공기관의 홈페이지 내용 변화와, 2017년과 2021년 양시점에 지속가능경영보고서를 모두 발간한 17개 기관의 보고서 내용 분석, 마지막으로 개인적 관점에서 18개 기관 20명의 SR담당자들이 느끼는 SR활동에 대한 인식을 반구조화된 설문을 통해 분석하였다. 분석결과 사회적 가치 중심의 전략과제발굴, 전담조직의 구체화, 추진체계 수립, 이해관계자와의 소통 채널 제도화 등의 외부적 SR 뿐 아니라, 인권과 인재경영의 확대 등 내부적 SR의 변화가 있었다. 하지만 공공기관의 SR이 강제적⋅모방적 동형화의 과정을 거쳐 온 만큼 분석에서 나타난 단기적인 변화가 장기적인 전략으로서 내재화 될 수 있는지는 지속적인 연구를 요한다. 주제어: 공공기관의 사회적 책임, 변화 분석, 다층적 접근, 미시적 SR연구 |
Change Analysis of Social Responsibility
Activities in Public Institutions:
A Multi-level Approach

The Korean government revamped the evaluation of public institution management in 2017, increasing the points of social responsibility (SR) activities and shifting its focus from SR to social value creation. Using a multi-level approach, this study examined the effects of institutional reform and whether it achieved its intended purpose. Data were collected in both 2017 and 2021 from the following four sources: results of management evaluations, home page contents, sustainability reports, and a half-structured survey of SR coordinators. The results found many observable changes, such as strengthened links between institutional missions and social value creation programs, the establishment of implementation structures, and ESG(Environmental, Social and Governance)-centered organizational management. However, the interpretations of the results require caution because of the limitations of the data.
