재난기본소득 영향요인에 대한 탐색적 연구:

2020년, 코로나19 팬데믹으로 인한 경제침체를 극복하기 위해 경기도와 소속 기초지방자치단체는 재난기본소득을 지급하였다. 이런 대규모의 재난기본소득의 지급 사례는 기본소득이 논의되고 있는 현 시점에서 영향요인을 탐구하는 데 있어 적절한 연구대상으로 판단되었다. 본 연구는 경기도 기초지방자치단체의 재난기본소득을 대상으로 하여 기본소득적 특성을 확인하고, 사회복지지출 영향요인 이론을 적용하여 재난기본소득 지급액의 영향요인을 선형회귀분석과 elastic net 회귀분석을 통해 분석하였다. 분석결과, 재난기본소득 지급액 결정은 투표율이라는 정치적 요인과는 부(-)의 상관관계를, 재정자주도라는 재정적 요인과는 정(+)의 상관관계가 있음을 확인할 수 있었다. 나아가서, 고(高) 투표율와 재정자주도 상호작용항이 재난기본소득 지급액 결정에 유의미하게 영향을 미치는 것을 확인할 수 있었다. 이를 통해 경기도 기초지방자치단체가 재난기본소득 지급액을 결정하는 데에 있어서 주민들의 정치참여의 정도와 활용가능한 재정을 복합적으로 고려한다는 것을 알 수 있었다. 주제어: 재난기본소득, 기본소득, 사회복지정책 |
An Exploratory Study on the Influencing
Factor of Basic Income:
Focusing on the Case of Disaster Basic Income of the Gyeonggi-do Basic Local Governments

In 2020, Gyeonggi-do and its basic local governments provided disaster basic income, to mitigate the devastating economic downturn caused by the COVID-19 global pandemic. Since basic income is currently being discussed in the Republic of Korea, this large-scale disaster basic income seemed to be an appropriate research subject, in exploring the factors influencing basic income. This study identifies the characteristics of basic income by focusing on the basic income of basic local governments in Gyeonggi-do. This study also analyzes the factors influencing the amount of disaster basic income, by applying the theory of social welfare expenditure factors, through linear regression analysis and Elastic net regression analysis. The results show that there was a negative (-) correlation between voter turnout of political factors and the amount of disaster basic income, and a positive (+) correlation between the financial autonomy rate and the dependent variable. Also, this study confirms that the interaction term between high voter turnout and the financial autonomy rate has a significant influence on the amount of disaster basic income. These findings reveal that the Gyeonggi-do basic local governments complexly consider the political participation of residents and available finances in determining the amount of disaster basic income for disbursement.
