협업적 창의성 모형 탐색:
행정학 분야에서의 창의성 연구

본 연구는 새롭고 복잡하며 불분명한 사회 문제들이 등장하고 공공서비스에 대한 시민들의 기대와 선호가 세분화된 현대 행정 환경에서 공공 부문의 새로운 사회 문제 해결 방식으로서 협업적 창의성을 제안한다. 공공 부문의 문제 해결에 있어 ‘창의성’ 또는 ‘창의적 문제 해결’이라는 용어는 흔히 사용되고 있지만 이러한 현실에 반하여 행정학 분야에서 창의성에 관한 이론적⋅경험적 연구는 아직까지 많이 이루어지지 않았다. 이에 창의성에 관한 연구들을 리뷰하고, 행정학적 맥락에서 협업, 즉 시민 참여를 통한 공공서비스의 공동 생산 논의에 창의성 논의를 결합하여 협업적 창의성으로 개념화하며, 이에 관한 논리 모형을 설계한다. 협업적 창의성은 사람들이 어떤 공동의 목표를 위해 상호 작용하면서 함께 일하는 과정에서 서로의 지식, 정보, 역량 등을 활용하여 아이디어를 교환함으로써 (과정으로서의 창의성) 자신만의 시각에서는 생각지 못했던 대안이나 해결책을 도출할 때 (결과로서의 창의성) 발현되는 것으로 일련의 논리 모형을 따른다. 본 논문은 시민 참여를 통한 공공서비스의 공동 생산 과정에서 발현되는 집단 수준의 창의성을 개념화하기 위한 시도이며, 협업적 창의성의 발현 메커니즘을 이론화하기 위한 탐색적 연구이다.

Collaborative Creativity:
Exploring a Creativity Model in Public Administration

This study proposes collaborative creativity as a new model of solving social problems in the public administration environment where new, complex, and unclear social problems emerge and citizens’ expectations and preferences for public services are segmented. Although the terms “creativity” and “creative problem-solving” are commonly used in problem-solving in the public sector, there are few theoretical and empirical studies on creativity in public administration. Therefore, this study reviewed creativity, then conceptualized collaborative creativity and designed a logical model of collaborative creativity by adding the creativity concept to collaboration, that is, the co-production of public services through citizen participation. Collaborative creativity is facilitated in the process by which people work together and interact for a common aim when ideas are exchanged through people’s knowledge, information, and capacities (i.e., creativity as a process) and when alternatives or solutions, which may not be initially perceived from one’s perspective, may be derived (i.e., creativity as a result). This paper is an attempt to conceptualize group-level creativity that is facilitated in the process of public service co-production through citizen participation, and an exploratory study to theorize the mechanism of expression of collaborative creativity.
