OECD 국가 비교를 통한 국민연금 보장성 강화 방안

본 연구에서는 국민연금의 노후소득보장 강화를 위해 가장 필요한 것은 사각지대를 해소하고 가입기간을 늘리는 것임을 논증하고 이를 위한 대안을 제시하였다. 이를 위해 먼저 한국 공적연금의 보장성을 OECD 주요 국가와 비교 평가하고 현 근로세대의 국민연금 가입 실태를 분석하였다. 이를 통하여 한국의 제도 설계상의 공적연금 보장성은 다른 OECD 국가와 비교해서 크게 낮지 않지만, 실제의 노후보장성은 매우 낮은데 이는 국민연금 미가입자가 많고 가입기간이 짧기 때문임을 보였다. 국민연금제도가 성숙한 미래에도 한국의 국민연금 평균 가입기간은 다른 OECD 국가에 비해 매우 짧을 것으로 추정된다. 또한, 소득수준과 성별에 따라 가입여부 및 가입기간 차이가 크다. 짧은 가입기간의 주요 원인은 학업 및 군 복무로 인한 늦은 노동시장 진입, 출산으로 인한 소득활동 중단, 다른 OECD 국가보다 5년 정도 짧은 가입연령 상한이다. 본 연구에서는 가입기간 확충을 위해 대안으로서 ① 가입연령 상한의 지급개시 직전까지 상향, ② 현행 크레딧 제도의 대폭 확대, ③ 국민연금의 18세 자동가입을 제안하였다. 그리고 궁극적으로는 ④ 기초연금 대신 관대한 기여보조로 대다수 국민에게 연금수급권을 보장할 것을 제안하였다. 주제어: 국민연금, 보장성 강화, 가입기간 |
Alternative to Strengthen Secure Adequacy of
National Pension by Comparison Among
OECD Countries

The main argument of this study is that the most necessary thing to strengthen security adequacy of national pension is to eliminate blind spots and extend the insured period. To this, the coverage of Korea’s public pension was compared with those of major OECD countries and the current working generation’s insured period was analyzed. Although the public pension security in Korea’s scheme is not low, the actual adequacy is low because there are many non-payers and the insured period is short. In addition, there is a large difference in whether the pension is insured and whether the insured period depends on income level and gender. The main reasons for a short insured period are late entry into the labor market, career interruption, and the upper limit on the payment age. We suggest the following alternatives: ① the upper limit of the payment age is raised until just before the start of the pension, ② a significant expansion of the credit system, and ③ automatic pension insuring at the age of 18, and ④ guarantee the right to receive pension benefits for the majority of the people through generous contribution subsidies instead of a basic pension.
