독립행정기관에 대한 연구:
독립성과 절차적 공정성, 전문성을 중심으로

본 연구는 독립행정기관에서의 전문성의 의미를 고찰한다. 이를 위해 본 연구는 전문성과 독립성간의 관계를 살펴보고 향후 독립행정기관의 전문성연구를 위한 이론적 토대를 마련하고자 하였다. 우선 연구는 이론적 고찰을 통해 독립행정기관에서 전문성과 독립성간의 관계를 고찰하였으며, 독립행정기관에 근무하는 직원과 위원 인터뷰를 통해 그들이 생각하는 독립행정기관의 독립성, 절차적 공정성, 그리고 전문성에 대한 인식을 조사하는 질적 분석 방법을 사용하였다. 연구결과, 독립행정기관의 전문성은 독립행정기관이 정당성을 유지할 수 있는 핵심요소임을 확인할 수 있었으며, 독립행정기관의 독립성은 전문성과 밀접한 관계가 있는 것으로 확인되었다. 또한 절차적 공정성 확보가 독립행정기관의 정당성 확보 바탕와 사무처의 전문성에 영향을 미친다는 것을 확인하였다. 결론에서는 독립행정기관의 전문성에 영향을 미치는 요인에 대한 모형을 도출하고 향후 연구 방향을 제안하였다. 주제어: 독립 행정기관, 절차적 공정성, 독립성, 전문성 |
Exploring the Role of Expertise in Independent Administrative Agencies: Investigating Relationships of Expertise, Independence, and Legitimacy

This study investigated the meaning of expertise in independent administrative agencies. To achieve this, the study examined relationship between expertise and independence, aiming to establish a theoretical foundation for future research on the expertise of independent administrative agencies. Firstly, this study explored the connection between expertise and independence in independent administrative agencies through theoretical considerations and interviews with staff and members working in these agencies and investigated their perceptions of independence, procedural fairness, and professionalism. A qualitative analysis method was employed for this investigation. The study’s findings confirmed that an independent administrative agency’s expertise was crucial for maintaining its legitimacy and that its independence was closely related to its expertise. Furthermore, securing procedural fairness affected the foundation for ensuring the legitimacy of independent administrative agencies and the professionalism of secretariats. In conclusion, a model for factors affecting the expertise of independent administrative agencies is derived and future research directions are suggested.
