본 연구는 2018-19년 경사노위 연금특위에 참여한 사용자협회(한국경총, 대한상의, 소상공인연합회)를 대상으로 연금제도, 보험료율 및 소득대체율 수준 등에 대한 사용자의 인식과 선호를 파악하는 목적을 띤다. 연구 결과, 경영계(한국경총, 대한상의)보다 소상공인연합회는 공적연금 중심의 노후소득보장을 강조했다. 한편, 경영계는 보험료율 인상에 반대한 반면 소상공인연합회는 최소 수준의 인상에 찬성했다. 이러한 결과는 서구 복지국가에서 대규모 기업보다 소규모 기업이 사회보험 확대에 민감한 행태를 보이는 경향과 상반된다. 주제어: 국민연금 개혁, 사용자, 인식 및 선호 |
An Analysis on the Preferences of Employers in
the Korean Pension Reforms

This study aims to infer the preferences of employer associations (Korea Enterprises Federation, Korea Chamber of Commerce and Industry, and Korea Federation of Micro Enterprise), which participated in the ‘Special Committee on National Pension Reform and Old Age Income Security’ from 2018-2019, focusing on the pension system, contribution rates, and replacement rates. The study shows that the Korea Federation of Micro Enterprise emphasizes the significance of the public pension system more than the other two associations. Furthermore, the other two organizations oppose an increase in the contribution rate while the Korea Federation of Micro Enterprise supports it. These findings contradict the existing theoretical perspective in welfare state research that small- sized firms are more sensitive to social insurance expansion involving contribution increases than large-sized firms.
