소년사법정책에 나타난 정책행위자의
프레임과 프레이밍:
텍스트 네트워크 분석과 소셜 네트워크
분석을 이용한 탐색적 연구

본 연구는 한국의 소년사법정책의 정책 변동을 이끄는 다양한 정책행위자(정치인, 전문가, 국민청원, 언론, 법무부)의 프레임과 프레이밍의 변화를 알아본다. 각 정책행위자의 프레이밍을 확인하기 위해 국회회의록, 논문 제목과 초록, 국민청원 게시글, 뉴스기사, 법무부 보도자료 등에 대해 텍스트 네트워크 분석을 사용하였으며, 각 정책행위자와 프레임 간 프레이밍 영향을 알아보기 위하여 소셜 네트워크 분석을 사용하였다. 그 결과, 각 정책행위자는 소년사법정책에 대해 다양한 방식으로 프레이밍하고 있으며 이들의 프레이밍이 시간의 흐름과 이슈의 발생에 따라 변화하는 것을 확인하였다. 또한 프레이밍에 영향을 미치는 강력한 행위자로서 국민청원을 발견하였으며, 서사를 부여하거나 상징성을 갖춘 프레임의 영향이 지대함을 확인하였다. 이를 통해 본 연구는 소년사법정책에 대한 프레이밍의 복잡성과 동적 특성을 이해하도록 도우며, 정책 변동에 대한 시사점을 제공한다. 주제어: 소년사법, 프레이밍, 텍스트 네트워크 분석, 소셜 네트워크 분석 |
Frame and Framing of Policy Actors in
Juvenile Justice Policy:
An Exploratory Study Using Text Network Analysis and Social Network Analysis

This study investigated policy changes in South Korea’s juvenile justice policy, focusing on the frames and framing changes driven by various policy actors (politicians, experts, national petitions, media, and the Ministry of Justice). Text network analysis was applied to data sources, such as national assembly minutes, research paper titles and abstracts, national petition posts, news articles, and press releases from the Ministry of Justice, to examine the framing of each policy actor. Social network analysis was employed to comprehend the framing influence between each policy actor and their respective frames. The findings indicated that each policy player presented different perspectives on juvenile justice policy, and these perspectives evolved over time in response to emerging concerns. The study also recognized national petition as a potent actor that influences framing and highlights the substantial influence of frames that offer narratives or symbolism. The study findings facilitate the comprehension of the intricate and dynamic nature of framing in juvenile justice policy, providing valuable insight into policy changes.
