이 연구는 4⋅16생명안전공원 조성 갈등과 관련된 지역사회 거버넌스의 작동 방식과 그 내에서 주요 행위자의 역할을 규명하였다. 이 연구를 통해 갈등 완화를 위한 재난 피해자 중심의 지역사회 거버넌스에서 재난 피해자와 지원자, 알선자, 중재자의 역할을 파악할 수 있었으며 해당 주체들과 지역 주민들 간의 교류를 통해 갈등의 양상이 변화해 온 과정을 확인하였다. 특히 중재자의 역할이 미흡하게 수행되었음에도 재난 피해자가 봉사단을 통한 시민연대 노력, 시민 지침서를 통한 대안 공유 노력, 정부의 공적 결정 촉구 노력을 통해 갈등 완화에 기여했음을 밝혔다. 이 연구는 갈등 완화를 위한 안산 거버넌스의 주요 행위자인 세월호 참사 피해자, 안산 시민단체, 공무원, 4⋅16재단 관계자, 주민 등을 심층 면접하였으며 기존 문헌과 각종 언론 등을 검토하였다. 주제어: 갈등 완화를 위한 지역사회 거버넌스, 4⋅16생명안전공원, 세월호 참사 피해자, 안산 |
Exploring Community Governance for Conflict Mitigation: The Case of the 4·16 Memorial Park Creation Process

This study examined how community governance works in relation to the conflict over the creation of the 4·16 Memorial Park, analyzing key actors’ roles in governance. The study identified the role of disaster victims, supporters, facilitators, and mediators in disaster victim-centered community governance for conflict mitigation. It also analyzed how the interactions between these actors and local residents have changed the nature of conflict. Despite limited mediator involvement, victims contributed to conflict resolution through community volunteer activities, sharing citizen-guided alternatives, and urging transparent government decisions. The study conducted in-depth interviews with key actors in Ansan governance, including victims of the Sewol ferry disaster, Ansan civic groups, public officials, 4·16 Foundation staff members, and residents, and reviewed existing literature and various media sources.
