소득과 행복: 자유로운 선택의 매개효과를 중심으로

OECD 국가와 같이 일정 수준의 경제적 풍요에 도달한 사회에서는 소득 증가만으로 국민 행복을 안정적으로 향상시키기 어렵다는 점이 반복적으로 제기되어 왔다. 특히 일정 수준 이상의 소득수준에 도달한 사회에서는 ‘얼마나 더 많이 가지는가’보다, 개인이 주어진 자원과 제도적 환경 속에서 자신의 삶을 얼마나 스스로 선택하고 조율할 수 있는가가 행복을 설명하는 핵심 조건으로 부상한다. 본 연구는 이러한 문제의식에 기반해 소득과 행복의 관계에서 자유로운 선택 인식이 매개경로로 작동하는지에 주목한다. 이를 위해 OECD 국가를 대상으로 UN의 세계행복보고서 자료를 활용하여 2005년부터 2019년까지의 불균형 패널분석을 수행하였다. 분석 결과, 소득수준이 높은 국가일수록 자유로운 선택에 대한 인식이 상대적으로 높게 나타났으며, 이는 행복에 유의한 간접효과를 미치는 것으로 확인되었다. 이러한 결과는 행복정책이 소득 증대와 재분배를 넘어, 교육·돌봄·고용안전망·사회서비스 등 개인의 선택 가능성과 삶에 대한 통제감을 확대하는 제도적·사회적 기반을 강화할 필요가 있음을 시사한다. 동시에 개인의 통제감과 역량을 뒷받침하는 심리·사회적 환경을 함께 조성하는 것이 행복정책의 중요한 과제임을 보여준다.

Beyond Income: Freedom of Choice and Happiness in OECD Countries

In economically advanced societies such as the OECD countries, further income growth alone may be insufficient to produce sustained improvements in national happiness. At higher levels of economic development, individuals’ ability to make meaningful choices within given resource and institutional constraints may matter more for well-being than the accumulation of material resources. Against this background, this study examines whether perceived freedom to make life choices mediates the relationship between income and happiness. Using World Happiness Report data, an unbalanced panel analysis was conducted for OECD countries over the period 2005–2019. The results show that higher national income is associated with greater perceived freedom to make life choices, which in turn has a statistically significant indirect effect on happiness. These findings suggest that happiness policies should move beyond income growth and redistribution toward strengthening the institutional and social conditions—including access to education, care services, employment security, and social services—that enhance individuals’ capacity to make meaningful choices and to exercise greater control over their lives.
