공공임대주택 정책대상 확대의 정책과정 분석: 초점사건과 정책네트워크 변화의 결합을 중심으로

본 연구는 1989년 이후 한국 공공임대주택 정책대상 확대 과정을 초점사건과 정책네트워크 구조 변화의 결합을 통해 분석하였다. 영구임대 중심의 제1기, 공급체계 다변화의 제2기, 행복주택⋅통합공공임대 및 전세사기 대응의 제3기로 구분하고, 사회연결망분석과 과정추적을 결합하였다. 분석 결과 정책담론에 참여하는 행위자의 범위는 확대되고 네트워크 집중도는 제1기 0.2889에서 제3기 0.1197로 감소하였다. 공식 행위자 중심 구조에서 지방정부⋅전문가를 거쳐 청년주거단체⋅전세사기 피해자단체 등이 가시화되는 방향으로 변화하였다. 외환위기⋅금융위기⋅전세사기와 같은 외생적 충격은 기존 문제를 가시화하고 새로운 행위자의 진입을 촉진하는 계기로 작용하였으며, 이는 국가의 제도설계 역할이 유지되는 가운데 비국가 행위자의 참여가 확대되는 국가주도 개방형 네트워크로 해석된다. 다만 본 연구의 네트워크는 공출현 기반 준연결망이므로 중심성과 밀도는 실제 정책영향력 또는 협력관계 측정값이 아닌 담론상 가시성의 간접지표로 이해해야 한다.

A Policy Process Analysis of the Expansion of Public Rental Housing Policy Targets: Focusing on the Combination of Focusing Events and Policy Network Change

This study analyzes the expansion of target groups in Korea’s public rental housing policy since 1989, emphasizing the relationship between significant events and changes in the policy network structure. The policy process is divided into three distinct periods: Period 1 focuses on permanent rental housing; Period 2 is characterized by a diversification of the supply system; and Period 3 highlights Haengbok Housing, integrated public rental housing, and responses to jeonse fraud. By combining social network analysis with process tracing, the study reveals that the range of actors involved in policy discourse has broadened over time, while network centralization decreased from 0.2889 to 0.1197 across the three periods. The network transitioned from being dominated by official actors to one where local governments, experts, and later groups representing youth housing and jeonse fraud victims became prominent. Exogenous shocks, such as the foreign exchange crisis, the financial crisis, and incidents of jeonse fraud, brought existing issues to light and enabled the inclusion of new actors. This development is interpreted as a state-led open network, where the state maintains its institutional design role while allowing for increased non-state participation. Since the network is based on co-occurrence data, centrality and density are viewed as indirect indicators of discursive visibility rather than direct measures of policy influence or collaboration.
