공교육 디지털 전환 정책의 성과 분석:
디지털새싹 사업을 중심으로

본 연구는 공교육 디지털 전환 정책의 대표 사례인 디지털새싹 사업을 대상으로, 교육적 성과와 사회경제적 투자성과를 종합적으로 분석하여 향후 대규모 디지털 혁신 교육사업의 지속 가능성을 탐색하는 데 목적이 있다. 연구는 학생(25,020명)과 학부모(630명)를 대상으로 한 설문조사와, 2024년 참여 사업단(43개)의 예산 집행 자료를 활용한 산업연관분석 및 대체비용법을 기반으로 수행되었다. 분석 결과, 학생의 디지털 역량이 전반적으로 향상되었으며 사회적 배려 계층에서도 긍정적 효과가 확인되었다. 학부모는 자녀의 흥미·태도 개선, 진로 인식 변화, 공교육 신뢰 제고, 사교육비 경감을 경험한 것으로 나타났다. 사회경제적 측면에서는 생산유발 효과 767억 원, 부가가치 유발 446억 원, 고용 창출 881명, 사교육비 절감 384억~798억 원이 산출되었다. 이러한 결과는 디지털새싹 사업이 교육적 성과와 사회경제적 가치를 동시에 실현하는 정책 모델임을 실증하며, 공교육 디지털 전환 정책의 실효성과 지속가능성 확보를 위한 정책적 근거를 제공한다.

An Analysis of the Outcomes of Digital Transformation Policy in Public Education:
The Case of the Digital Saesac Project

This study evaluates the Digital Saesac project, a key policy initiative aimed at advancing digital transformation in public education. It analyzes the project’s educational and socio-economic impacts and assesses the sustainability of large-scale digital innovation. The research utilizes survey data from 25,020 students and 630 parents, along with input-output and opportunity-cost analyses based on 2024 budget execution data from 43 participating consortia. The findings indicate overall improvements in students’ digital competencies, with particularly notable gains among socially disadvantaged groups. Parents reported increased interest and positive attitudes regarding their children’s education, heightened awareness of digital career pathways, strengthened trust in public education, and decreased private education expenditures. The socio-economic analysis reveals that the project generated 76.7 billion KRW in production inducement, 44.6 billion KRW in value-added creation, 881 new jobs, and a reduction of 38.4 to 79.8 billion KRW in private education spending. Overall, the results demonstrate that the Digital Saesac project significantly enhances educational outcomes and provides substantial socio-economic value, thereby establishing a strong policy foundation for improving the effectiveness and long-term sustainability of digital transformation in public education.
