예방적 살처분의 ‘이중 실패’를 넘어 질적 성장으로:도넛 경제학 관점을 적용한 정책의 다차원적 정당성 분석

본 연구는 ‘수출국 지위 유지’라는 경제 논리에 매몰되어 비가역적 희생을 강요하는 우리나라 예방적 살처분의 모순을 ‘도넛 경제학’ 관점에서 분석한다. 분석 결과, 첫째, 정책 목표 차원에서 수조 원의 재정 투입 대비 미미한 수출 이익에 집착하며 정책 효율성을 스스로 저해하고 있었다. 둘째, 정책 내용 측면에서는 가축을 재물로 취급해 ‘생태적 한계’를 초과하고, 방역 책임을 농가에 전가하여 ‘사회적 기초’를 무너뜨리는 명백한 ‘이중 실패’를 초래하였다. 셋째, 정책 과정에서는 중앙집권적 정보 독점과 하향식 통제로 이해관계자의 목소리를 배제하는 거버넌스 불균형이 확인되었다. 이는 현행 조치가 인류를 위한 ‘안전하고 정의로운 공간’을 보장하지 못함을 보여준다. 본 연구의 학술적 함의는 단선적 방역 지표를 도넛 경제학의 다차원적 가치로 확장했다는 데 있다. 현행 정책과 관리 체계는 재생적, 분배적 설계를 통해 지속가능성을 담보한 질적 성장으로의 방향 전환이 요구된다.

From ‘Double Failure’ to Qualitative Growth:
A Doughnut Economics Analysis of Preemptive Culling Policy Legitimacy

This study explores the structural contradictions of South Korea's preemptive culling policy, which enforces irreversible sacrifices based on the narrow economic goal of maintaining its status as an exporting country, using the framework of Doughnut Economics. The findings are as follows: First, at the policy objective level, the approach undermines its own efficiency by focusing on marginal export gains, despite significant fiscal investments totaling several trillion won. Second, regarding policy content, the treatment of livestock as disposable assets leads to surpassing the ecological ceiling, while shifting quarantine responsibilities onto farmers weakens the social foundation, resulting in a clear “double failure.” Third, in the policy process, a governance imbalance emerges, marked by centralized control over information and top-down decision-making that excludes stakeholder participation. These findings indicate that current measures do not create a “safe and just space” for humanity. The academic contribution of this study lies in expanding traditional one-dimensional quarantine indicators into the multidimensional value framework of Doughnut Economics. Ultimately, the study advocates for a shift from the existing policy and management system toward qualitative growth, promoting sustainability through regenerative and distributive design.
